Conventional wisdom explains the problem as the need to balance adequate benefits for injured workers against affordable insurance costs for employers. In that scenario, expanding benefits in the s and early s pushed employers' costs upward to levels that interfered with states' economies—ultimately threatening workers' jobs. Some state governments tried to escape the tough trade-off between adequate benefits and affordable insurance by imposing stringent price controls on private workers' compensation insurers who were traditionally subject to rate regulation Danzon and Harrington But, as the story goes, this government "rate suppression" threatened to destroy state insurance markets as shrinking insurer profits led insurers to restrict insurance supply—moving many employers to deficit-ridden "residual market" pools that served as insurers of last resort.

This story concludes that the crisis was resolved when state governments enacted reforms that restricted benefits and deregulated insurance rate setting to make workers' compensation once again affordable for both employers and insurers—with necessary sacrifices from injured workers.

Perhaps the insurance industry is not as one executive claimed simply a passive messenger whose rates deliver the bad news about the costs of providing benefits Kerr but instead has the power to actively alter the costs of benefits to create a less harsh trade-off between workers' and employers' interests.

Of course, states in theory could provide both better workers' compensation benefits and lower insurance costs if they could reduce work injury claims whether in quantity or severity.
